Staff is recommending, if the <br />zone change is initiated, that the full cost - recovery option be selected. That means that a land use <br />consultant be used to prepare the application with Chambers paying them in full, all staff time, costs of <br />notices, etc. would be paid by Chambers. Very little would be needed by PW. I am aware of the concern <br />about the impact on the ponds. I would be happy to note to the council your concern if so desired. The <br />building would need to be reviewed thru the site review process in which we can look at compatibility <br />issues. Getting park land zoned PL is a worthy objective, but <br />we don't have the capacity to deal with this in Parks Planning <br />without further delaying higher priority tasks. <br />2. Environmental watch dogs who follow city business may flag <br />the fact that a tall building would impact the Delta Ponds as <br />a wildlife habitat. I can hear them now complaining about <br />light spillover affecting the nocturnal functioning of the <br />ponds. What respect I have from those groups and individuals <br />will be preserved if I suggest now that we identify the need <br />to minimize light impacts on the ponds area as the design and <br />operation of the building is considered, and review lighting <br />impacts later in another permit process. - -John <br />From: JACOBSON Jerry P <br />To: ETTER John F <br />Cc: HAMMITT Bob; ANDERSEN Chris F <br />Subject: Delta Ponds Property <br />Date: Thursday, February 20, 1997 9:07AM <br />As you may be aware, Chambers Development Corp. is requesting <br />that the City rezone the Delta Ponds property located west of <br />Goodpasture Island Road (17- 04- 24- 40 - -TL 100) from R -2 to PL <br />Public Land. The want to develop a 4 -story office building, <br />but cannot build where they want to since the abutting Delta <br />Ponds property with its R -2 zone has a pretty restrictive <br />setback for anything higher than 25 feet. The Council <br />Officers have placed their request on the Feb. 24 council <br />agenda. If the council decides to initiate the rezoning, we <br />will need to involve PW since you are the "owners" of the <br />site.
