The City does not have the resources to purchase the land at <br />this time, but is willing to explore alternative options with the County. <br />Road Fund aKchase? <br />Although it is not clear from property records, it appears the County purchased <br />the 7 -acre parcel for road construction purposes. Further <br />research may determine more specific for the original intent. The <br />4 -acre parcel was acquired by foreclosure in July, 1967. <br />The County's two parcels could be sold for face value to the City or Citizen . <br />group to be managed in any way consistent with the Metro Plan. However, if the <br />County donated Road Fund purchased property, then the County would have to <br />determine if the use of the land was consistent with Road Fund requirements. <br />The County does have the option of trading the Road Fund.puchased parcels for <br />road right -of -way or other land needed for Road Fund purposes or seeking out <br />other viable alternatives. <br />The 4 -acre parcel was acquired via foreclosure and therefore would not have <br />been purchased with Road Fund moneys. Transferring this.parcel.to the City of <br />Eugene would not present the same problem of a Road Fund purchased parcel. This <br />property could be transferred to the City without compensation. <br />ma rks Recommendation <br />The Parks'Division is supportive of seeing the Delta Pond /Debrick Slough areas <br />preserved as park land. Current state-and federal wetland new <br />federal stormwater quality regulations, diminishing natural resources and the <br />growth in Lane County set the scene for water quality and available <br />recreational /natural resource land to become increasingly significant issues. <br />The Parks Division does not currently have the staff to administer a study of <br />the area or-to co- manage the area with another jurisdiction. <br />The Parks Division recommends transferring ownership of the 4 -acre parcel'to <br />the City of Eugene -and recommends further research into the 7 -acre parcel to- <br />determine -which County.fund purchased the property and for what.purpose. If <br />Road Fund strings are attached to.the 7 -acre parcel, creative solutions for <br />transfer could be explored by County and City of Eugene staff. <br />NOTE:.
