Unless I'm really missing the boat here I think about a 1 or 2 page (if that) memo can <br />cover this one. I'm ccing this to a number of people for their information and request they get pack to me <br />if they see this differently. <br />The major points are: <br />1. We have met with the County Staff and they are interested to facilitate the exchange, but only on that <br />portion south of Goodpasture until the issues around the upcoming possible realignment of Delta at Beltline <br />are concluded. I'm told some of the options affect property on Delta south as far as the Goodpasture <br />interchange. <br />2. City /County staff have identified the County owned parcels and 90% of the land in question is in Delta <br />R/W. <br />3. The Board of Commissioners have asked if the City is interested in having City Staff work with County <br />staff to develop a proposal. (Bob Keefer wrote a letter for Bill Van Vactor to send to Gleason but both Bob <br />Keefer and I have been unable to determine just where that letter is right now. I think still with Van <br />Vactor.) However, from the recent comments from the Council it looks like they are interested in having <br />staff work this issue. <br />4. 011ie is willing to have his staff come up with a minimum R/W description to retain for Delta (R /W <br />legalization) but says it will take a year to get it done. He also stated that he is unclear if the County <br />should expect some compensation for any lands transferred to the City for that land within Delta R/W. For <br />the one parcel that is a tax foreclosure, we may be asked to pay up the back taxes. <br />5. Parks Planning can do a public park development plan process for Delta Ponds (similar to that we <br />recently did for Amazon Park) starting with using some of the drawings from the recent UofO Landscape <br />Architecture Class work. We have 7 other development plans (with interested citizen groups pushing on <br />us) on the list ahead of this and that would likely put this one out about 18 -24 months. However, that <br />might make a good fit being that it would likely be about the time we get an agreement (or title) to the <br />property. <br />6. The actual city staff time to work this issue is minimal since we've already got conceptual agreement. <br />Unless something went sideways I'd expect about 40 person -hours work to cover the negotiations and any <br />agreement preparation. I would ask Joe to estimate the staff time for the transfer of the legal <br />documentation but would expect it to be very little.
