MEMORANDUM
November 15, 1993
TO: Richard A. Morgan, Parks Manager
FROM: Tim Rhay, Turf & Grounds Supervisor
SUBJECT: Citizen Letters and Response - Charnel Mulligan Park
You will recall that Charnel Mulligan Park was among the sixteen areas where irrigation was
shut off as an economy measure following the Eugene Decisions process. Apparently a
movement has arisen in the immediate neighborhood to voice to the citizens' concerns about
the impacts of that policy on the park and the neighborhood.
1 have received twelve of the attached letters over the last two weeks. A Public Works
Maintenance employee lives in the neighborhood and found the form letter, a pre- addressed
envelope, and instructions to sign the letter and mail it to me in her mailbox. She gave me
these materials before we received the first letter, so their arrival has not been a surprise.
The attached letter of response has now been mailed to all citizens who have sent letters to
date. If any more letters arrive, I plan to send the same response.
Please let me know if you wish for me to take any further action at this time.
