Following are my concerns: <br /> 1. As indicated on the map provided by the Parks Department, a land swap with Harold <br /> Greer is contemplated. It is my understanding that Mr. Greer's nursery operation has <br /> encroached on existing City of Eugene parkland. The parks department has proposed a <br /> land swap which would result in Greer owning the property at the easterly terminus of <br /> Happy Lane. I have discussed this potential land swap with the majority of the property <br /> owners on Happy Lane and we are unanimously opposed to such a land swap. The land <br /> immediately east of Bond Lane Park (Greer Gardens) is designated for future multi- <br /> family residential development. By effecting this land swap, this would allow Mr. Greer <br /> to own land at the easterly terminus of Happy Lane, and in our opinion, would be one <br /> step toward the increase in traffic on Happy Lane for a very large multi - family project <br /> at some point in the future. <br /> I chaired the Willakenzie Refinement Plan team for approximately 3 years. I am aware <br /> of the specific language in the document which indicates that when Greer Gardens is <br /> ultimately developed, that access will come from Goodpasture Island Road. However, <br /> to ensure that this policy is adhered to, we are unanimously opposed to any private <br /> ownership at the easterly terminus of Happy Lane. I remind you of the Coburg- Crescent <br /> Special Study Area in which there was specific language indicating that there would be <br /> no private access to Coburg Road from the Cone - Breeden property. Both Costco and <br /> Shop -Ko now have curb cuts as well as Chad Drive.
