this acre, knowing that at some point in the future the Greer Garden site will be <br /> developed with multi- family units is, in my opinion, short sighted. <br /> 3. The land proposed for a swap to Greer is currently designated as "Parks & Open Space." <br /> If you transfer this to a private owner and he seeks a zone change, what will it be re- <br /> zoned to? The Eugene Code states that PL zoned land must be re -zoned when conveyed <br /> to a non - public entity. Also, who pays for the refinement plan amendment? If this land <br /> is not needed for park purposes, why not let the adjacent owners bid on this site? <br /> In closing, my primary concern is the land use issues as they relate to the easterly terminus of <br /> Happy Lane. I strongly object to any proposed land swap without a meeting with the neighbors <br /> involved and some sort of written documentation which will ensure that we can have a <br /> reasonable expectation of future land use in our neighborhood. <br /> Please contact me at your convenience if you have questions regarding my concerns.
