To preview <br /> that information in response to your questions: <br /> 1. The community parks listed in the Eugene Parks and Recreation Plan are Ascot and Sheldon. The <br /> undeveloped Crescent Park, while listed as a neighborhood park, is large enough that we have always <br /> considered that part of it would be developed with community scale athletic fields in conjunction with an adjacent <br /> school, so you could say there are three sites north of the river.. <br /> 2. Community parks south of the river include Amazon and Westmoreland. The Plan proposes another <br /> community park in the Willow Creek area. West of the river (Bethel Area) is Petersen Park, which contains one <br /> soccer and one softball field in a non - overlapping arrangement. The configuration of that park doesn't lend itself <br /> to more fields without major park reconfiguration. Lots of homes adjoin the park. The City developed a <br /> community athletic facility at Shasta Middle School —four softball fields, three of which are lighted, back in '74. <br /> 3. Sheldon/Meadowlark school grounds were not considered for the following reasons: 1. The present layout <br /> accommodates 4 -J needs. This includes one baseball field, a high school track, a grade school track, which <br /> overlaps one of three small softball diamonds. None of the diamonds are large enough for adult league play. <br /> Some major relocation (build new fields in better configurations) would allow an Ascot scale of lighting to be <br /> added that could be less impacting on surrounding neighbors. 2. We assumed 4-J would be more awkward to <br /> work with in terms of non - school uses conflicting with school P.E. needs. However, after the comment about the <br /> Measure 5 impact on their athletic programs, this may not be the issue we thought it was. <br /> 4. We are studying the number of homes in proximity to various sites. We got started using different distances, <br /> however, and will continue. They are 100 feet (because the manufacturer has the capacity to predict the <br /> candlelight at 100 feet and some houses are infact within 100 feet), 200 feet and 500 feet. <br /> 5. My guess is that there may not be enough fields elsewhere to move the adult games. I will ask the question <br /> of the recreation staff. If it were just Kidsports in the evening hours, they probably would not even run until 10:00 <br /> p.m.— closer to 9:30 in summer, and 8:30 while school is in session. <br /> 6. My initial thoughts are that fees be increased to cover litter pick -up, restroom opening and maintenance. For <br /> undesirable behaviors, a probationary condition might be established during which certain standards must be met <br /> or play is terminated.
