FINDINGS AND CONSIDERATIONS RELATED TO <br /> ATHLETIC FIELD SITES AND PROGRAMS <br /> The following observations, statistics and comments were considered as the <br /> memo of 10/21/93 to the City Council on the lighted ballfield siting analysis <br /> was being prepared. <br /> 1. Cheering during athletic events on city park fields can be heard up to .5 <br /> mile away when the air is still. At close range, any disputes about the play <br /> can create a distasteful aspect to the noise. <br /> 2. Revenue per adult city league team for 10 games (1994 rate): <br /> Higher level men and women softball (w /3 officials) $385 <br /> Lower levels and coed (w /2 officials) 310 <br /> Higher level men and women soccer (w /3 officials) 460 <br /> Lower levels (men's B, women's C w/2 officials) 335 <br /> 3. Revenue per Kidsports league team per session: <br /> Tackle football $1875 <br /> Soccer 480 <br /> Flag football 810 <br /> Softball and baseball 675 <br /> 4. Fields can be rented by teams wishing to play /practice for: <br /> $5.00 per 1.5 hours (softball practice) <br /> $8.00 per 1 hour (soccer practice, rugby, lacrosse, etc.) <br /> 5. Parking needs are associated with all types. Needs are estimated to be <br /> about .75 cars per player. (Some carpooling of players occurs.) <br /> 6. Games have time limits, which enable regular start times to be adhered to. <br /> They allow the following spacing between start times as follows: <br /> Kidsports softball: 1:45 for youngest to 2:45 for oldest <br /> Kidsports soccer: 1:15 for youngest to 1:30 for oldest <br /> Adult softball: 1:30 <br /> Adult soccer: 2:00 <br /> 7. Due to the duration of stay, restroom facilities are judged a necessity. <br /> Restrooms are currently provided at Amazon Ballfield, Ascot Park fields, <br /> Graham Field, and Shasta Ballfields, all multifield complexes. <br /> 8. New lighting technology has reduced the amount of light that "spills" out <br /> of the playing area. Data supplied with the lighting design for Ascot Park <br /> showed that at 100 feet from the light pole the foot candles readings would be <br /> in the range of .25 to .36, or about 1/4 to 1/6 of a reading directly under <br /> the typical street light. <br /> 9. Both soccer and softball require a minimum of 12 people to comprise a <br /> team. The average team has 15 players. <br /> 10. No code requirements exists for restrooms in outdoor park areas. For <br /> athletic events with durations of similar length to movies and concerts, <br /> 1 <br />
