This is due to how close the lights are to the <br /> street and adjacent houses. The 100' radius intercepts a house <br /> two lots away on the south side, and three houses on the opposite <br /> side of 39th Avenue on the north side. For comparison, the <br /> second most impacted is Shasta which currently has lights. The <br /> clear disadvantage of Ascot is that residential streets provide <br /> options for people to access the park. <br /> Council has been provided much data in this memo and the <br /> attachments. It could be grouped and regrouped to be looked at <br /> from many different angles. After reviewing this data, staff <br /> feel that further development of analyzing statistics is not <br /> necessary. Ascot remains the clear choice to provide the most <br /> cost effective replacement for the Kincaid Field lights. It <br /> generates the greatest number of lighted playing fields at the <br /> least cost. <br /> Considerable additional costs are associated with improving what <br /> appears to be the next best site - -Cal Young Middle School - -to be <br /> the equal of what would be lighted at Ascot. <br /> Staff appreciated having the other operational issues identified <br /> in the meetings about Ascot Park. As pre- existing issues they <br /> will be separately considered, and addressed regardless of <br /> whether or not lights are installed. <br /> 8 <br />
