there is a lack of residential use within 500 feet. The site is
already under city scheduling and maintenance management.
The disadvantages include the fact that half as many fields would
be illuminated as are proposed for Ascot. Restrooms are provided
by the Amazon Softball fields, but at 1200 feet (three blocks)
away, across 24th Avenue and out of sight, they are of minimal
value.
Costs associated with lighting the area described might decrease
to the extent that they would offset the conduit, pull boxes and
labor already applied to Ascot. Restrooms are seen as the main
deficiency.
In a related matter, there is also a restroom deficiency
associated with the Amazon playground and picnic area to the
southeast. A restroom might be located at a point 500 feet north
of the playground and 650 feet southeast of the soccer field that
would serve both needs.
CENTURY - AMAZON (Future Expansion)
This facility would involve upgrading existing fields and
constructing a new field on Amazon Park property. They would be
the equal of Westmoreland's Graham Field or the Ascot fields
proposed for lighting. Except for a larger restroom to serve
more than athletic needs in the park, costs are estimated to be
identical to the Churchill /Kennedy facility described below.
A possible disadvantage is that parking needs might compete with
swimming pool parking needs, suggesting that either additional
parking might be required, or that no games be scheduled at peak
swimming hours (daytime on summer weekends) .
CHURCHILL /KENNEDY
This site was the top rated location according to the Soccer
Study Committee that considered where the best soccer complex
would be to serve primarily 4 -J needs. A location exists with
two softball diamonds existing and two soccer fields, which with
slight repositioning would allow a lightable complex.
The Churchill site has the advantage of having the same number of
fields being lit as Ascot, good parking, substantial distance
from the nearest residences (325 feet), and access by arterial
streets.
The disadvantages include a layout that covers a slightly larger
acreage (more maintenance costs), the lack of restrooms, a
possible parking problem if many events are in progress
5
