Two items are appended to this memo. The first item is a series <br /> of findings and considerations related to athletic sites and <br /> programs which help establish an information base on which to <br /> make decisions. The second item is a memo from staff at the <br /> Recreation Division that gives additional details about the <br /> athletic programs that use the fields, and the impact on the <br /> programs of the light removal at Kincaid. <br /> ASCOT PARK (Monroe Middle School) <br /> This site was initially chosen by staff as the most cost <br /> effective location to add lights for replacement of those removed <br /> from Kincaid Field. The site, located adjacent to Monroe Middle <br /> School, is a complex that contains more fields than are proposed <br /> for lighting. It has been developed in cooperation with the <br /> school. <br /> The advantages to this site are that an efficient field layout <br /> allows for economical lighting of two adult -sized softball fields <br /> arranged to accommodate two soccer fields; it has restrooms; off - <br /> street parking is provided; soils with good drainage <br /> characteristic exist. No additional improvements are needed to <br /> make this a top quality facility. <br /> The disadvantages are that residential streets must be travelled <br /> to get to the parking, and that some residential area parking <br /> occurs due its proximity to the game location. There also has <br /> been a traffic problem getting onto Coburg Road after the games. <br /> This problem may be reduced with the installation of traffic <br /> signals at that intersection; work is in progress. Residential <br /> development is in close proximity along the south side of the <br /> park. The most immediate neighbors, some of whom have lived <br /> there prior to the park and school, fear that lights and the <br /> corresponding extension of play into the evening will have an <br /> adverse effect on property values. (See site comparisons of <br /> light impacts near the end of this memo.) <br /> CAL YOUNG MIDDLE SCHOOL <br /> The potential field layout could provide the equal to Ascot, <br /> meaning that the lighting components from Ascot could be used <br /> with little to no modification at Cal Young. An advantage of <br /> this site is that residential proximity issue is less of a factor <br /> than at Ascot, and two arterial streets border this facility, <br /> with little opportunity for access by surrounding residential <br /> streets. <br /> The drawbacks are that there is only one softball diamond, <br /> parking is substandard, the turf is poor, there are no restrooms, <br /> and it is not under City maintenance management and programming. <br /> 2 <br />
