As you <br /> surmised, officers of the Eugene Police Department (EPD) are generally aware of the <br /> circumstances described in your letter, having responded to these calls on several <br /> occasions. <br /> Please understand these types of situations are frustrating for our staff as well. You <br /> point out that one arrest resulted in an almost immediate release from the county jail, a <br /> situation that is extremely problematic but not one within the control of the EPD or its <br /> officers. With respect to searches of Mr. Coughlin's car, I hope you can understand that <br /> officers can only search personal property (including cars) under a very specific set of <br /> legal circumstances. <br /> However challenging these circumstances, we encourage you to continue calling us <br /> when you observe illegal behavior. In some cases, we will be able to confirm the <br /> behavior and appropriate charges will be issued. The responsible area commander is <br /> familiar with these circumstances and your letter and is monitoring the situation.
