Trimester Session -- February 21, 1996 <br /> Landuse Goal <br /> Item: Park and Open Space Land Acquisition <br /> Council Direction from October Trimester: Prepare recommendations for a process to <br /> identify priority park and open space acquisitions. As part of the CCEE process, open space <br /> acquisition was a recommendation within the Wetland/Stormwater "Add to workprogram" <br /> category. On January 9, 1996, Council Officers directed staff to include this item in the <br /> trimester review. <br /> Staff Recommendation: Staff is recommending a two -phase process. Phase I will include <br /> preparing an inventory and estimated cost for priority park, open space and natural resource <br /> acquisition. This information will be presented to Council in May -June 1996 in the form of <br /> maps and budget estimates. Based on Council direction, Phase II will include a citizen <br /> involvement process to develop a revenue measure which could be completed in October - <br /> November 1996. Staff is requesting Council direction and approval of a $50,000 contingency <br /> request to initiate Phase I, and lay the groundwork for Phase II. <br /> Action Requested: Approval of scope of workprogram and contingency request. <br /> Staff Analysis: Council has identified the need for a priority Park and Open Space land <br /> acquisition program in the Council Goals and CCEE process. In addition, these needs were <br /> partially incorporated in the previously adopted Council Long -term Financial Plan. Several <br /> months (approximately 5 to 6 months) are required to develop criteria for, identify, and rank <br /> sites for acquisition. Adopted plans including elements which could be addressed through an <br /> integrated open space and park acquisition plan need to be assimilated into a cohesive proposal. <br /> In addition, several planning efforts are underway (Stormwater Basin Plan, Metro Natural <br /> Resource Plan) that will be important to consider in the priorities for acquisition. Open space <br /> priorities have not been identified in a consistent manner in previous planning documents. <br /> Approval of this workprogram will also provide staff with the necessary interim guidance to <br /> address on -going acquisition of sites through SDC's, donations, etc., as opportunities arise. <br /> Using the example of the successful bond measure for the Portland Metro Greenspace <br /> acquisition program, the first phase of the workprogram would be the development of <br /> acquisition criteria and site identification. The result of this effort would be the production of a <br /> map identifying city -wide priorities for acquisition of land for parks, open space and natural <br /> resource areas. In addition, a preliminary estimate of site costs would be prepared. This <br /> information would be presented to Council in May -June 1996 to confirm the scope of an <br /> acquisition program.
