• <br /> ATTACHMENT A <br /> Work Program <br /> Eugene Public Works Department <br /> Parks and Open Space Vision Project <br /> This proposal responds to the City Council direction to describe the existing condition and vision <br /> for a possible future parks and opens space acquisition program. This proposal responds to the <br /> first phase: describe the existing condition and vision. <br /> A. WORK TASKS <br /> The FY 1996 work tasks are directed at preparing a white paper and accompanying GIS maps <br /> that represent the City's current policy framework for parks, open space and natural areas and a <br /> status of that effort as represented in the actual physical condition. <br /> 1. Prepare A White Paper of Existing Conditions (LCOG lead). Mar. - June 1996. <br /> This paper would summarize the history of Eugene's park and open space efforts as a context for <br /> recent history and the future. It would also summarize metropolitan and Eugene goals and <br /> policies for parks, open spaces and natural areas. Compile information from: <br /> • Metropolitan Area General Plan <br /> • Eugene Community Goals and Policies <br /> • Eugene Parks and Recreation Plan <br /> • West Eugene Wetlands Plan <br /> • Stormwater Management Plan <br /> • Neighborhood Refinement Plans (e.g., Willow Creek, South Hills Study) <br /> • <br /> • Eugene Bicycle Master Plan <br /> Also review related plans of other adjacent agencies (for example, Willamalane Parks, <br /> Recreation and Open Space Plan, Corps Fern Ridge Master Plan, Lane County Parks Plan) and <br /> efforts currently underway (e.g., Metropolitan Natural Resources Study,TransPlan - bicycle <br /> element). <br /> A brief review of open space planning efforts in other communities would be described (Boulder, <br /> Colorado; East Bay Regional Parks District, California; and Corvallis and Portland, Oregon). <br /> 2 Review GIS Map of Existing System. Mar. - June 1996. <br /> This work item includes LCOG review and analysis of the GIS products (maps and tabluar <br /> information) prepared by Public Works Engineering for this study. These GIS products will <br /> illustrate existing and planned parks and open spaces from existing policy documents. This <br /> 1, <br />
