PARKS AND RECREATION CAPITAL NEEDS LIST <br /> BASIS AND ASSUMPTIONS <br /> Costs are in 1998 dollars. <br /> Actions are based on including items from high and medium priorities of the Eugene Parks and <br /> Recreation Plan that: <br /> 1. have not be completed; <br /> 2. have not be rendered unfeasible by loss of land or change in policy direction. <br /> 3. Some actions from the low priority are included due to the need to address them while <br /> opportunities exist and within 7 years. <br /> Perceiving a public policy shift, parks originally intented for border -to- border development will <br /> have some portions left natural for reasons of creating or preserving natural resource assets, <br /> and/or reducing maintenance costs. Some park areas, therefore, are proposed for less than full <br /> development. <br /> New or expanded actions that are a part of the Mayor's Park and Open Space Initiative that fit <br /> within a $30 targeted threshold have been added. <br /> Actions that create maintenance impacts which cannot be met will effectively veto the ability to <br /> move on their implementation. <br /> Some new athletic facilities, not included in the list, are proposed to be built via donations. The <br /> donating organizations are also committing to maintain the donated facilities. <br /> The CIP list would be expected to grow once certain needs are quantified in two areas: <br /> 1. A study of athletic facilities for youth that includes school property is being <br /> completed. It is expected that the City will take on a greater responsibility for upgrading <br /> and maintaining school fields for non - school athletic activity as a cost effective way to <br /> provide public athletic facilities. <br /> 2. No similar study has yet taken place with to study the capacity for open space around <br /> schools to become more park -like, thereby substituting for neighborhood parks. The <br /> interest and potential exists in varying degrees with each school site. <br />
