approximate $500,000 balance remaining would be applied toward park development. <br /> PARK SITE DEVELOPMENT AND STRATEGY <br /> Plans for getting parks developed can be created, however, the ability to proceed depends on including <br /> additional funds in the park operations budget for the increased maintenance burden. Given the level of <br /> SDC revenues, staff envisions that both acquisition and development can happen in limited ways. Plans <br /> for development of park sites have been on hold since implementation of actions resulting from the <br /> Eugene Decisions process reduced our maintenance capacity for taking care of park lands. A proposal <br /> which will come before Council in the FY -97 budget asks for the maintenance resources estimated to <br /> allow at least 8 acres of fully developed parks be added to our inventory. <br /> ACOUISITION STRATEGY <br /> As this information is reviewed, several factors become apparent: <br /> > The greatest deficiency for parks occurs in the River Road and Santa Clara Planning Districts. <br /> While a large portion of this area is outside the City limits, a significant portion (16.85 %) of <br /> SDC's have been collected through developments in annexed portions of the River Road and <br /> Santa Clara Districts. <br /> > While the Bethel - Danebo Planning District has a significant deficiency of parks, the highest <br /> ranking site in that district is only ranked 17th overall. This is primarily due to the lack of scenic, <br /> unique, and natural resource values associated with available sites. Additionally, most of the <br /> sites in this district are not subject to imminent development pressures. <br /> > The highest cost per acre per person ratio occurs in the Southwest and Willakenzie Districts, <br /> while the lowest ratio occurs in the Santa Clara District. <br /> > The greatest number of park siting options exists in the Santa Clara and Bethel - Danebo <br /> Districts, and the fewest number of park siting options exist in the Southwest, Willakenzie, and <br /> River Road Districts. <br /> > At this time five neighborhood park sites out of the 35 new park sites proposed in the EPRP have <br /> been lost due to development (one in Bethel - Danebo, two in Willakenzie, one in Southeast, and <br /> one in Santa Clara). Additional sites may be lost if acquisition funds are not adequate to keep up <br /> with the pace of development occurring in Eugene. <br /> Pad' 6 NPw Park Siteq February 1996 <br />
