In order to process this exchange, Eugene Code Section 2.872 requires a proposal acceptable to <br /> the City Manager to be presented to the Council for its action. The Council's action to direct <br /> staff to consummate the exchange per the agreed upon terms is hereby requested. <br /> IV. SUGGESTED MOTION <br /> Direct staff to consummate an equal area exchange of land with Terra Buono Properties <br /> (Developer) in order to provide a neighborhood park site in a location more centrally located <br /> with respect to the developing residential neighborhood, and to pay the Developer $20,000, the <br /> difference in value of the two properties based on a professional appraisal. <br /> V. DISCUSSION <br /> A. Policy Issue <br /> The Willakenzie Area Plan (1992) contains several policies and proposed actions relevant to <br /> parks and recreation for this subarea. Policy 9 and three of the criteria thereunder relevant to this <br /> exchange state: <br /> The land use plan diagram for the Coburg /Crescent subarea indicates general locations <br /> for parks /open space and low -, medium -, and high - density residential uses. The City <br /> shall allow for the consideration of a different arrangement of residential and park/open <br /> space uses subject to the following criteria: <br /> A. Provision shall be made for an eastern access to the School District 4J school site. <br /> B. Provision shall be made for a park site immediately adjacent to the 4J school site. <br /> D. The future parks site must have adequate street frontage (as determined by the <br /> City PARCS Department). <br /> The Eugene Parks and Recreation Plan (1989) contains several policies which are particularly <br /> relevant to the proposed exchange. Goal C (under Balance and Distribution) states: Ensure an <br /> equitable distribution of parks and recreational facilities throughout the community. The <br /> relevant policies under that goal are: <br /> 5. When possible, locate neighborhood parks in the center of neighborhoods served <br /> to encourage access by foot or bicycle. <br /> 7. Continue to evaluate properties originally purchased as parklands that may no <br /> longer be needed, and determine their sale or exchange value for parklands needed in <br /> other areas. <br /> 9. Corresponding to comparatively higher demand, try to provide more park land in <br /> medium and high density residential areas than in their lower density counterparts. <br />
