ACTION REQUESTED <br /> Direct staff to consummate an equal area exchange of land with Terra Buono Properties <br /> (Developer of the Crescent Meadows subdivision (PUD) in order to provide a neighborhood <br /> park site in a location more centrally located with respect to the developing residential <br /> neighborhood. <br /> II. COUNCIL ACTION HISTORY <br /> The Council authorized, and voters approved, general obligation bond funding in 1979 which <br /> allowed the 11 acre Crescent Park to be purchased in 1983. <br /> During 1994 and early 1995 the Council Subcommittee on Park Land Acquisition/Development <br /> worked with staff on land acquisition criteria. The criteria for ranking park sites were approved <br /> by the Council on 3/6/95. A list of proposed sites to acquire was submitted to Council for review <br /> on 2/21/96. Based on the approved criteria, the new neighborhood park site (W -1) proposed for <br /> acquisition was the highest ranked site within the Willakenzie Planning District. <br /> III. BRIEFING STATEMENT <br /> The City has a land banked 11 acre parcel of undeveloped land in the Coburg- Crescent Subarea <br /> of the Willakenzie Area, informally called Crescent Park. The parcel was acquired in 1983 with <br /> the belief that portions of it might need to be reconfigured or moved once the development <br /> pattern of the surrounding area was determined. <br /> Recent planning and development decisions in the area have created the need to move a <br /> neighborhood park -sized portion of the park southeast to a location that will serve a greater <br /> residential population. School District 4 -J staff, who administer a future school site immediately <br /> west of Crescent Park, are aware of this proposed action and have no objection to it. <br />
