MEMORANDUM <br /> October 28, 1996 <br /> TO: City Council <br /> FROM: Linda Norris, City Manager Pro Tem <br /> SUBJECT: Declaration of Surplus Real Property: Park Relocation <br /> The City has a land banked 11 acre parcel of undeveloped land in the Willakenzie Area, north of <br /> Crescent Avenue and east of Coburg Road which has been informally called Crescent Park. The <br /> tax lot number is 17- 03- 16 -2 -1 100. The parcel was acquired in 1983 for park purposes with the <br /> knowledge that portions of it would likely need be moved or reconfigured once the development <br /> patterns of the surrounding area were determined. <br /> Recent development activity in the Coburg- Crescent Subarea has made apparent the need to <br /> move a small portion of this parcel to provide a neighborhood park location central to the <br /> residential development. To achieve this goal staff have worked with the developer within a <br /> PUD process to exchange 2.08 acres from the city owned parcel for a similar amount of land <br /> within the Crescent Meadows Subdivision located .3 miles southeast of the city site. The value <br /> of the ready to develop Crescent Meadows parcel was appraised and it has been determined to be <br /> $20,000 greater than that of the city parcel, which is not yet served by necessary utilities. This <br /> difference is to be paid to the developer from Park System Development Funds. <br /> Acquisition of this site for a neighborhood park received the highest priority within the <br /> Willakenzie area in the park acquisition plan adopted by Council last February. <br /> In order to process this exchange, Eugene Code section 2.872 requires a proposal acceptable to <br /> the City Manager be presented to the Council for its action. The Council's action to approve the <br /> proposed exchange and further direction to consummate the exchange per the agreed upon terms <br /> is hereby requested. <br /> The 8.92 acres remaining of the original site are tentatively planned to be developed in the future <br /> as athletic fields, designed and managed in coordination with the needs of future schools. <br /> Therefore this parcel, which is adjacent to a proposed 4 -J school site, will serve to provide access <br /> to the school, a park site next to the school, and adequate street frontage along the park as called <br /> for in the Willakenzie Refinement Plan. The planning staff at School District 4 -J have been <br /> aware of this exchange plan and, as of the writing of this memo, continue to have no objection to <br /> this action. <br />
