• Funding for the project is from three sources: City of Eugene Parks & Open Space Bond
• Measure; School District 4j Facilities Bond; and School District fund raising. Differences
between the preliminary cost estimates, schematic design cost estimates, and the actual
construction bids can be expected. To address these differences, the Project Management
Team will prepare two presentations to the Policy Committee for decision - making
purposes, as follows:
• At the end of schematic design phase, to review any discrepancy between the
Youth Sports Park and Multi -Use Athletic Fields budgets and the revised cost
estimates for each component; and
• At the time bids are received, to review any discrepancy between the final cost
estimates and the construction bids for the Youth Sports Park and Multi -Use
Fields components.
The purpose of the Policy Committee's review will be to ensure the original intent of the
project and the partnership is maintained, and the appropriate balance of public interests is
carried throughout project implementation.
Youth Sports Parks. The YSP's will be designed to the scope identified in the RFP for
Architect Selection. Following the decisions of the Policy Committee, the Steering
Committee will recommend a revised scope and identify park elements to be proposed as
bid alternates.
Multi -Use Synthetic Surface Fields. The synthetic surface fields will be designed to the
scope identified in the RFP for Architect Selection (Option C). Following the decisions of
• the Policy Committee, the Steering Committee will recommend a plan of action for
implementing the Policy Committee's direction.
15. Forms. District forms and procedures will be used for the development process. The City
and the District will jointly develop the forms for District invoicing to the City
16. Reporting. The program management team will produce monthly reports on the program,
providing a narrative on the status of the development, and reporting on budget and
schedule. The reports may be reviewed by the design advisory committee, by the City
Council and the School Board, by the Superintendent and City Manager, and so forth.
17. Schedule.
