4J <br /> EUGENE CITY COUNCIL <br /> AGENDA ITEM SUMMARY I E1 c <br /> Joint City /4j School District Development of Youth Sports Parks <br /> Meeting Date: February 16, 2000 Agenda Item Number: [Agenda Item Number] <br /> Department: PW Maintenance Staff Contact: Andrea Riner <br /> www.ci.eugene.or.us Contact Telephone Number: 682 -4909 <br /> AGENDA ITEM SUMMARY <br /> This meeting is to provide the Council and School Board with a progress report on City of Eugene /4j <br /> School District joint development of Youth Sports Parks and multi -use synthetic surface fields. <br /> BACKGROUND <br /> The 1998 Parks & Open Space Bond Measure identified a total of $4,000,000 for the development of <br /> Youth Sports Parks, one at the Churchill/Kennedy site, and one at a undetermined location in the <br /> Willakenzie Planning District. At the same time School District 4j passed a $3.5 million bond measure <br /> dedicated to building sports fields. In Spring of 1999 the City and the School District discussed the <br /> potential benefits of combining efforts to jointly develop Youth Sports Parks with multi -use synthetic <br /> surface fields at each of the District's high schools. Following Council approval of the partnership <br /> concept in June 1999, City and District staff have completed the following components: <br /> • Public Involvement. Workshops were held in each of the five project neighborhoods. At the first <br /> workshop, the preliminary concept plans reviewed by the Council in June 1999 provided the basis <br /> for discussion with stakeholder groups. The primary objectives of the public involvement <br /> component was to identify community priorities for park improvements and to address neighborhood <br /> concerns. <br /> • Design Development. This phase included additional public workshops, as well as review by 4j and <br /> City staff in planning, recreation services, and facility maintenance. Meetings with the Youth Sports <br /> Park Design Review Committee, as well as separate workshops with skate boarders were also <br /> conducted. <br /> • Construction Documents. Overall project priorities were developed through the public <br /> involvement process. This information was used to establish which park improvements were <br /> included in the base bid, and which elements would be included as alternative bid items. These <br /> components may be added back into the project based on final bids. <br /> • Intergovernmental Agreement. An intergovernmental agreement and accompanying maintenance <br /> agreement have been developed and are currently under review by School District representatives.
