Package A, the subject of this letter, <br /> is entitled "Synthetic Turf." The project manual, specifications, drawings, and requests for proposals <br /> were issued November 5, 1999. Proposals were to be submitted by December 3, 1999. <br /> The RFP contemplated that the Eugene School District would appoint a selection committee <br /> which would evaluate the proposals as follows: <br /> "9.8 PROPOSAL SELECTION PROCESS <br /> "Proposers responding to this Request for Proposal will be evaluated <br /> according to the selection criteria listed in the Proposal Form. The <br /> Selection Committee will be composed of representatives of the City <br /> of Eugene and Eugene School District 45. All proposers submitting <br /> proposals will be notified of the results of the selection process. The <br /> Selection Committee will forward a recommendation to the Eugene <br /> School District 4J School Board who will make the final award of <br /> this package." <br />
