Sheldon H.S. Traffic Operations <br /> In response to speeding concerns in the north parking lot, speed bumps could be lengthened to the <br /> full aisle width to reduce speeds in this area. It is also recommended faculty /staff parking be <br /> designated in these rear lots to increase faculty /staff presence in the area and decrease the number <br /> of students parking in these lots. <br /> Construction of a third site access to Willakenzie Road was considered at the west end of the <br /> parking area. This access would minimize out of direction travel for westbound vehicles and <br /> reduce conflicts at the west access. It was assumed the access could serve additional parking <br /> between the existing ditch and Willakenzie Road and function as an "exit only" onto Willakenzie <br /> Road. Construction of a third access is not recommended at this time as the School District does <br /> not appear to own the property between Willakenzie Road and the existing parking lot, no serious <br /> operational problems appear to exist at the existing west access, and drainage issues would need <br /> to be addressed. <br /> Parking Facilities <br /> As previously stated, the existing parking facilities will not meet the parking demand anticipated <br /> with increasing student enrollment. The campus layout and existing parking areas were evaluated <br /> to identify potential areas for additional parking. City of Eugene Development Code was <br /> reviewed to ensure proposed additional parking would not exceed the number allowed by code. <br /> Potential parking areas were identified north, south, and east of the school buildings as shown in <br /> Figure 3. 82 new spaces are created with the revised layout for a total of 481 spaces on site. Any <br /> additional spaces beyond what is shown in Figure 3, would require removing large portions of <br /> landscaped areas. • <br /> The area between the circulation loop and Willakenzie Road was considered for future parking. It <br /> was determined approximately 15 spaces could be developed in this area, however, a number of <br /> constraints including access, configuration, drainage, and property ownership were found. Due to <br /> these constraints, establishment of parking in this area is not recommended at this time. <br /> City of Eugene code would allow for 673 spaces, and up to 875 spaces on site under certain <br /> conditions. The proposed layout does not exceed Code limits. The parking utilization study <br /> indicates the existing parking facilities are at about 95% utilization. The 481 parking spaces <br /> shown in Figure 3 are projected to function at 93% utilization with an enrollment of 1800 <br /> students. <br /> Pedestrian and Bicycle Facilities <br /> Analysis of the existing pedestrian and bicycle facilities in the school vicinity indicated several <br /> improvements are necessary. It is recommended a parent pick -up /drop -off zone be established to <br /> minimize pedestrian conflicts with vehicles. Figure 3 illustrates a 10 foot wide walkway and <br /> raised crosswalk between the west access and main school entrance. This pick -up /drop -off area <br /> would improve site circulation and reduce pedestrian conflicts with circulating traffic. <br /> Branch Engineering - Page 5 <br />
