Additional public workshops open to <br /> all neighbors and interested parties are planned to finalize the site plans These workshops will <br /> address specific site design issues such as fencing, access, location of amenities and other <br /> concerns. <br /> The Youth Sports Park Complex was first presented to the City Council on June 16, 1999. At <br /> that meeting the City Council voted unanimously to tentatively approve the Youth Sports Park <br /> concept and to instruct the City Manager to develop an intergovernmental agreement for Council <br /> review. The 4J School Board gave their approval of the project on July 1, 1999. <br /> C. Alternatives /Options <br /> 1. Approve the joint development of youth- oriented recreation facilities at five 4J schools and <br /> instruct the City Manager to execute the intergovernmental agreement with 4J based on the <br /> "Discussion Outline for Joint Development and Use of 4J /City of Eugene Youth <br /> Sports /Athletic Fields ". <br /> 2. Provide recommendations for revising the discussion outline. <br /> 3. Decline to participate in the joint project with 4J. <br /> D. Recommendation <br /> 1. Approve the joint development of youth- oriented recreation facilities at five 4J schools and <br /> instruct the City Manager to execute the intergovernmental agreement with 4J based on the <br /> "Discussion Outline for Joint Development and Use of 4J /City of Eugene Youth <br /> Sports /Athletic Fields ". <br /> E. Timing <br /> Based on the City Council decision, staff are prepared to move forward in planning and design. <br /> A preliminary schedule has been developed which sets a tentative project completion date of <br /> August 2000. <br /> VI.
