SVENDSEN Glen L
From: Bill Hirsh [hirsh@4j.Iane.edu]
Sent: Tuesday, August 10, 1999 12:18 PM
To: chris .f.andersen @ci.eugene.or.us; glen.I.svendsen @ci.eugene.or.us
Cc: piercy @4j.lane.edu
Subject: Draft Agreement - Modifications
Following are some comments with regard to the draft agreement. I will be in during most of
lunch if you need to speak with me.
We have a meeting here at 1:30 to review and rank the A/E proposals.
David says the following has been approved by Jim Johnson and George Russell:
The District reserves the right to restrict partial or all use of the fields and youth parks for
up to 48 hours to respond to a safety or welfare emergency. The superintendent or
designee will inform the city manager or designee of such a decision. Any restriction that
extends beyond 48 hours requires the concurrence of the city manager or designee. Any
proposed long range change to usage or policy around usage will require approval by both
the District and the City, and will be discussed with the User Committee prior to approval.
In terms of other issues raised by the Council:
1. Limits on City investment. The Council was talking about investing in the YSP's, and
the multi - purpose fields at SHS and CHS. I was somewhat confused about why the fields at
NEHS and SEHS were not included, since they fall under the agreement in terms of
limitations on use, matrixed hours, user committee, and so forth. Whatever we decide, we
should ensure that the language includes something to the effect of all project costs
including construction, design, permitting, contingencies, project administration, and so
forth.
2. Fall hours. As I mentioned yesterday at the meeting, Jim Denker is in charge of this and
he is on vacation out of the country. I will ask Floyd Halvorsen, the CHS athletic director, if
he can comment on the requested changes. I will see Floyd this afternoon and should be
able to get back to you before the end of the day.
8/10/99
