Reports and Recommendations, June 16, 1999 <br /> Page 11 <br /> The superintendent recommends that the low bidder, McKenzie Commercial <br /> Contractors be allowed to withdraw its offer, and that the contract for the seismic <br /> and roofing projects at seven schools be awarded to Preferred Construction, Inc. <br /> for the lowest responsive bid of $646,758. <br /> 5. Award Contract for Roofing and Seismic Improvements at Ten Schools <br /> Bids will be opened on June 15,1999 for roofing and seismic projects at South <br /> Eugene, Dunn, Spencer Butte, Roosevelt, Harris, Churchill, Bailey Hill, Twin Oaks, <br /> Fox Hollow, and Crest Drive. <br /> We anticipate that the bids for these projects will range from between $1.75 and <br /> $2 million, which requires board action. Bid results and budget information will <br /> be provided at the June 16, 1999 school board meeting. <br /> The superintendent recommends award of a contract for the roofing and seismic <br /> improvements at the ten schools to the lowest responsive bidder. <br /> 6. Ratify Capital Improvement Project Contract Awards <br /> School Board Policy 6710.2, Capital Improvement Contracts Financed by Bond <br /> Levy Funds, delegates authority to the superintendent or designee to award <br /> General Obligation Bond funded capital improvement contracts of $500,000 or less, <br /> subject to ratification by the school board. Included in your packet is a memoran- <br /> dum and report from Bill Hirsh, Director of Facilities Management and Transpor- <br /> tation, which summarizes the awards that have been made since the last report. <br /> The superintendent recommends ratification of the capital improvement contract <br /> awards specified in the memorandum from Bill Hirsh. <br /> 7. Adopt Resolution Reestablishing the Equipment Reserve Fund <br /> As allowed by ORS 294.525(1), the board established an equipment reserve fund in <br /> 1990 -91. Oregon statute requires that the board determine whether to continue a <br /> reserve fund on the 10th anniversary of its creation. The equipment and reserve <br /> fund allows schools and departments to accumulate funds to purchase equipment <br /> that they might not be able to purchase within the limits of their annual budgets. <br /> It also allows the district to accumulate funds to replace vehicles. Staff believes it <br /> is in the best interest of the school district to continue this reserve fund. <br /> The superintendent recommends adoption of the resolution (included in the <br /> packet) reestablishing the equipment reserve fund. <br /> 8. Adopt Resolution No. 7, Authorizing the Transfer of Funds <br /> Due to the changing needs of the district since the adoption of the 1998 -99 budget, <br /> it is necessary to make the following transfer of funds: <br />
