At that time <br /> I stated that I would leave it to you whether to pass this on to Chris Andersen. I do not know if this has been done, to date. <br /> However, a discussion yesterday at and after the P & OSB Tech. group meeting leads me to suggest that the <br /> memo /information /concept be passed on to Chris and possibly put "on the table" with 4J. <br /> Briefly, at the meeting, above, I learned that Louis and Andrea have concerns related to or very similar to mine that would, <br /> in fact, be effectively addressed by a geographic division of ownership /responsibility. Glen, too, seemed to view this as a <br /> workable proposal - or at least as an effective negotiating position /tool. <br /> Simply put, 4J is asking us to deed everything over to them, let them manage the whole program, and use only their policy <br /> for capital improvements, purchasing, maintenance, etc, and be provided an FTE project manager by the City (at our <br /> expense). At least for negotiation purposes, Glen (or someone at the table other than me) suggested a re -write of the <br /> proposed language reversing the proposed City/4J relationships -- if for no other reason to illustrate how one -sided the <br /> language is. <br /> From there, Louis and Andrea expressed their concerns about funding, construction, and project management and, once <br /> again, in many cases a geographic division of responsibility was a workable solution. I shared my diagrams of proposed <br /> divisions and, again, these seemed to be well accepted as a logical /workable approach. <br /> So, if Chris in not yet "in the loop" on the possibility /feasibility of geographic division at Youth Sports Park sites, it may well <br /> be time to introauce her to the concept and at least put in "into the hopper" of proposed approaches to the Youth Sports <br /> Park development and maintenance question(s). <br /> I've left a copy of the memo, addressed to her, in your box.
