11(36.6 - 6Yvk alt <br /> Discussion Outline for Joint Development and Use of <br /> 4J /City of Eugene Youth Sports /Athletic Fields <br /> Draft 7/6/99 <br /> The City and District have been successfully sharing use, operation, and maintenance of <br /> facilities for many years. This agreement is drafted in the spirit of cooperation and mutual <br /> benefit which has guided the existing partnerships. The drafters and signers of this <br /> agreement trust that future parties will act in the same spirit to responsibly maximize <br /> recreational and athletic opportunities for youth, students, and the community. We <br /> commit to using the new facilities extensively, and to be being responsible steward so that <br /> they remain in quality condition for many years. <br /> The City of Eugene and 4J agree to enter into a long term (30+ year) agreement for the <br /> development and joint use of multi -sports fields /youth sports complexes on three 4j campuses <br /> (CY, SHS and CHS) and multi -sports fields (NEHS and SEHS). The fields would initially be <br /> constructed with artificial surface and would have sufficient dimensions to support the playing of <br /> high school football and soccer. There would be aluminum seating for at least 1,000, night -use <br /> low -glare lighting, low volume sound system, score boards, goal posts, fencing, ticket booth, and <br /> handicap seating and access. The youth sports complex components would include: Upgraded <br /> fields, basketball courts, skateboard parks, improved tennis courts, picnic tables, outdoor <br /> bathrooms, walks, plantings, fences, etc. <br /> User Committee. Two versions are being proposed. <br /> 1. It will be the responsibility of the City and District to jointly develop and manage the fields <br /> and youth sports parks. However, it is proposed that a User Committee be appointed to advise <br /> the City and District on the development and operation of the fields and youth sports parks. The <br /> Committee would be guided by the terms of this agreement. Membership on the Committee <br /> would consist of an equal number of 4J and City representatives to be selected by each <br /> organization, as well as a representative from Kidsports and at least one other major User. <br /> Initially decisions and recommendations of the Committee would require consensus. <br /> G, <br /> u ` <br /> 2. It is proposed that development and operation of the field be governed by a User Committee. <br /> The Committee would be guided by the terms of this agreement. Membership on the Committee <br /> would consist of an equal number of 4J and City representatives to be selected by each <br /> organization, as well as a representative from Kidsports and at least one other major User. <br /> Initially, decisions of the Committee would require agreement by consensus. After one year of <br /> operation, the Committee could, by consensus, decide upon another form of decision - making if <br /> consensus is found to be too difficult to achieve. If any form of decision - making other than <br /> consensus is agreed to, the decision making process must contain a provision that the City and 4J <br /> must be in agreement with all decisions. However, it is the intention of the drafters and signers <br /> of this agreement that the parties in the future be encouraged to maintain the consensus model. <br /> .clilecit4 Tit? -- & oho <br /> The Development.
