Comments 1 and 2 are addressed below. A copy of staff's August 30 <br /> comments is attached to this letter. <br /> Parks Comment 1: <br /> "In accordance with the South Hills Study (1974) and Eugene Parks and Recreation Plan <br /> (1989), City staff are actively pursuing the acquisition of parcels to make connections along the <br /> rdgeline park corridor and to adjacent neighborhoods ... " <br /> Response: <br /> The Parks Planning staff envision exacting or otherwise securing land in this proposed <br /> development to create linkage parks to the proposed Ridgeline Trail. Parks Planning staff have <br /> been involved throughout this proceeding, as they have in other pending and recently concluded <br /> residential development proposals in the South Hills, at securing park land in the projects to <br /> create linkages to the existing and proposed Ridgeline Trail. <br /> This letter suggests that the Parks Planning staffs' efforts are premature, at least with <br /> respect to the bulk of the existing and proposed Ridgeline Trail which lies outside the Urban <br /> Growth Boundary. The Ridgeline Trail, in those locations where it is proposed outside the UGB, <br /> is not authorized by any city or county comprehensive plan. In those areas outside the UGB <br /> where the Ridgeline Trail is actually developed, its use as a park is likely illegal -- that is, <br /> contrary to state and county land use laws that regulate uses on resource land. <br />
