FOX HOLLOW HOUSE <br /> Due to continued public interest and a recommendation from members of the <br /> Parks and Recreation Commission to reconsider, staff is postponing efforts to <br /> declare the city owned homesite at 32275 Fox Hollow Road surplus with the <br /> intent to sell, pursuant to City Council directive to evaluate city owned <br /> properties which are not in current use to the public's benefit. <br /> During the ten years this property has been in city ownership it has been <br /> used as a rental homesite. However, the current interest in changing this <br /> property's use suggests more evaluation may be needed. The director of the <br /> Cascade Raptor Care Center has suggested this property could be used by pri- <br /> vate agencies such as hers in a manner which would result in minimal on -going <br /> maintenance liability for the City. In addition, developing the property as <br /> a raptor center could be construed, to a limited degree, as meeting the pub- <br /> lic benefit objectives for the property as designated in the Parks and Recre- <br /> ation Plan. <br /> Staff will begin the process of developing a request for proposals aimed at <br /> agencies whose use of the property would provide a public benefit. The RFP <br /> process is a good tool to measure the level of public interest, examine the <br /> viability of the proposals received, and determine if they are consistent <br /> with the City Council direction not to expand service delivery systems that <br /> result in increased operational costs. If none of the proposals protect the <br /> City from additional or future operating costs, staff will resume the process <br /> to declare the property surplus.
