k
Planning
EUGENE & Development
Administration
City of Eugene
June 25, 2003 99 West 10th Avenue,-Suite24O
Eugene, Oregon 97401
Philip Richardson, Landscape Architect (541) 682 -8335 Fax
City of Eugene, Parks and Open Space Division
1820 Roosevelt Boulevard
Eugene, OR 97402
Subject: Amazon Headwaters Trail
Dear Philip:
Thank you for providing the additional information requested by Planning and Development Department
staff, concerning the proposed Amazon Headwaters Trail. As you know, Gabe Flock has been most directly
involved in reviewing the proposal, to determine whether or not the proposed trail will require Planned Unit
Development (PUD) approval.
I have consulted with Mr. Flock, and consistent with our review of the additional details and applicable
requirements of the City's updated land use code, my determination is that a PUD application will not be
required for the proposed trail. We find that the proposal, in and of itself, does not constitute the type and
magnitude of development that is normally reviewed through the PUD process (such as a residential
subdivision). PUD applications are intended to address significant development projects, involving
substantial infrastructure and building construction. Clearly, the proposed trail does not qualify as such a
project.
If you have further questions or concerns about this determination, please feel free to contact me or Mr.
Flock. Please also make sure to consult with the appropriate staff in the Planning and Development
Department about permits that will otherwise be required, such as an erosion prevention permit.
Sincerely z e
Tom .
