This particular parcel, of course, was <br /> previously the subject of a city purchase offer for exactly that purpose. <br /> Since the property owner has not yet received development approval - in <br /> fact, has not yet submitted a development application - a number of options <br /> are still available, and city staff should be directed to continue to look for <br /> opportunities to effectuate the protection of this unique property. <br /> The opportunities available include: <br /> Purchase of some or all of the property by the city; <br /> Exercise of eminent domain powers, via condemnation proceedings, for some <br /> or all of the property; <br /> Trade of some piece of publicly owned property more suitable for <br />
