Comprehensive Stormwater Management Plan (C$WMP1 <br /> This document is the City of Eugene's Policy guidance document for managing stormwater. The <br /> Plan was developed with extensive public involvement and was ratified by the Eugene City <br /> Council in 1992. The Plan provides direction to manage stormwater for multiple benefits including <br /> water quality, natural resources, and optimal conveyance of stormwater which includes <br /> preservation of natural stream corridors to avoid erosion and downcutting. The East Fork Amazon <br /> Headwaters acquisition proposed with this grant application protects the integrity of the stream <br /> corridor and allows for natural watershed functions which help promote water quality and reduced <br /> flooding impacts. <br /> Parks Recreation and Open Space (PROS) Comprehensive Plan update (on- <br /> golna) <br /> The City of Eugene is currently updating the Parks Recreation and Open Space comprehensive <br /> plan under the direction of a Mayors Advisory Committee. The public outreach has been <br /> exhaustive and has included multiple community surveys, focus groups, web outreach, <br /> neighborhood meetings and large open houses. The feedback received shows significant <br /> support on multiple fronts for the kind of acquisition this project proposes. From the community <br /> survey. the most important benefit of PROS is providing opportunities to enjoy nature; acquisition <br /> of key areas is a high priority for 21.3% of respondents; when asked to identify the top three <br /> priorities, acquisition of new park areas was ranked third. From the Natural Resources Focus <br /> Group: One of the top listed priorities was to identify and acquire ecologically significant sites. <br /> From the Mayors Committee: Preserve viewsheds (hills and ridges seen from town); Acquire land <br /> along City's southern boundary making connections to the wetlands area; providing access to the <br /> two major waterways flowing through the community — Amazon Creek and the Willamette; <br /> Completing the public open space connections along major city waterways by continuing <br /> acquisition and expansion efforts; Acquiring sites with exceptionally high habitat value; ability to <br /> access parks without driving to them; interconnect City's existing parks and open spaceas and <br /> improve the connections along Amazon Creek. <br /> Additionally the Southeast Neighborhood in which this parcel lies has been consistently active <br /> and supportive of further parks and open space acquisitions within their boundaries, and <br /> particularly active around parcels that contain headwaters of Amazon Creek. <br /> (610 <br />
