Shannon & Wilson, Inc. David Higgins, CEG
Geotechnical and Environmental Consultants Cell: 503- 887 -6135
3990 SW Collins Way, Suite 203 Fax: 503- 223 -6140
Lake Oswego, Oregon 97035
April 16, 2007
t'
( -
City of Eugene 1\A ,IC9 J 1'
Parks Department 1
1820 Roosevelt Boulevard ‘016
Eugene, Oregon 97402 (
Attn: Mr. Johnny Medlin
RE: REQUEST FOR PARKS USE PERMIT
The purpose of this letter is to request a parks use permit. Parks property will be used as a
temporary access to an adjacent property. We intend to drill soil borings on the adjacent
property. Due to difficult terrain and the presents of protected natural resource areas (Goal 5
Boundaries) on the adjacent property the only way to currently access portions of the adjacent
property is through the Bonneville Power Association (BPA) Transmission Line Easement. The
BPA easement is on Eugene Parks Department property.
The BPA easement is accessed off of Dillard Road by an existing gravel lane used by BPA
Maintenance. The gravel covered lane intersects the west side of Dillard Road below the BPA
transmission lines at the location shown on the attached Site Plan. There is a gate that is
currently not locked on the gravel lane approximately 100 feet west of Dillard Road. The gravel
lane will be followed a distance of approximately 500 feet west of Dillard Road to a point where
the gravel lane intersects an existing dirt lane. The dirt lane is a Bell Telephone utility easement
and spurs off of the north side of the gravel lane and enters the adjacent property approximately
100 feet north of the gravel lane. The locations of the gravel and dirt lanes are shown
approximately on the site plan. Photos of the gravel and dirt lanes are also attached.
We intend to access the private property by driving a tandem axle flatbed truck down the gravel
lane and then backing down the dirt lane and off - loading drilling equipment onto the adjacent
property at the property boundary. The drilling equipment consists of a very small bulldozer and
a small drill rig mounted on a trailer. The dozer is carried on the back of the flatbed truck and
the drill rig trailer is towed behind the truck. The drill rig trailer is a single axle trailer and is
24 -1- 03401 -001
