Parks property will be used as a <br /> temporary access to an adjacent property. We intend to drill soil borings on the adjacent <br /> property. Due to difficult terrain and the presents of protected natural resource areas (Goal 5 <br /> Boundaries) on the adjacent property the only way to currently access portions of the adjacent <br /> property is through the Bonneville Power Association (BPA) Transmission Line Easement. The <br /> BPA easement is on Eugene Parks Department property. <br /> The BPA easement is accessed off of Dillard Road by an existing gravel lane used by BPA <br /> Maintenance. The gravel covered lane intersects the west side of Dillard Road below the BPA <br /> transmission lines at the location shown on the attached Site Plan. There is a gate that is <br /> currently not locked on the gravel lane approximately 100 feet west of Dillard Road. The gravel <br /> lane will be followed a distance of approximately 500 feet west of Dillard Road to a point where <br /> the gravel lane intersects an existing dirt lane. The dirt lane is a Bell Telephone utility easement <br /> and spurs off of the north side of the gravel lane and enters the adjacent property approximately <br /> 100 feet north of the gravel lane. The locations of the gravel and dirt lanes are shown <br /> approximately on the site plan. Photos of the gravel and dirt lanes are also attached. <br /> We intend to access the private property by driving a tandem axle flatbed truck down the gravel <br /> lane and then backing down the dirt lane and off - loading drilling equipment onto the adjacent <br /> property at the property boundary. The drilling equipment consists of a very small bulldozer and <br /> a small drill rig mounted on a trailer. The dozer is carried on the back of the flatbed truck and <br /> the drill rig trailer is towed behind the truck. The drill rig trailer is a single axle trailer and is <br /> 24 -1- 03401 -001 <br />
