17.3 Conflicting uses <br /> Sites E37 H (S Hills at Upper Owl Road); E37I (S Hills at St. Clair); E37J (S Hills at Lower <br /> Owl Road/Fox Hollow); E37K (S Hills at Canyon Drive /Fox Hollow), E37L <br /> (S Hills at Center Way); E37M (S Hills at Dillard); AMA -13 (Owl Road wetland) <br /> OAR 660 - 023 -0010 (1) and 660 - 023 -0040 (2) require local governments to identify "conflicting <br /> uses" that could adversely affect a significant Goal 5 resource site. To identify these uses, local <br /> governments are required to evaluate land uses allowed outright or conditionally within the zones <br /> applied to the resource site and in its impact area. Section 3, Conflicting Uses, lists all of the <br /> zoning districts that might cross or abut the impact areas of the above sites, and describes in <br /> further detail those zones and the land uses that are allowed in each zone. This section <br /> summarizes that analysis. (Note: The term "Low Density Residential" means single family <br /> residential (R -1 and R -2); "High Density Residential" means R -3 and above; "Commercial" <br /> includes commercial zones C -1, C -2) and office zones (GO); and the term "Industrial" includes <br /> the two industrial zones that occur in Goal 5 sites (I -2 and I -3). <br /> The land within the impact areas of these sites is zoned primarily Low Density Residential <br /> (LDR). A very small percentage of the group, where sites cross the UGB line, has Agricultural <br /> (AG) zoning. One small area of a site is zoned Public Land (PL). In the conflicting use analysis <br /> in Section 3, Conflicting Uses, Low Density Residential, Agricultural and Public Land uses are <br /> determined to be conflicting uses for riparian corridors and wetlands.
