R o y CV-
LANKSTON Jeff
From: RHAY Tim W
Sent: Wednesday, June 21, 2000 5:58 PM
To: LANKSTON Jeff; ANDERSEN Chris F
Cc: RINER Andrea G; MENARD MK
Subject: Rasor Park - Again
I've been approached by parents of the North Eugene Class of 2001 (accompanied by Bob White of Graffiti Alley /River
Road Cruise -In) with a request to hold a car show in Rasor Park as a fund raiser for the non - alcoholic graduation party for
said class. They wish to hold the car show on September 9th of this year, before the master - planning process is complete
and, likely, before it starts.
I said the park was not available for a car show and suggested Alton Baker. They insisted that was too far away from
NEHS. They also rejected the NEHS parking lot ( "too hot "), the HS grounds ( "under construction "), and Lone Pine Farms
(too far away). After considerable discussion in which we rehearsed the whole Rasor Park issue and agreement, I agreed
to take their request to those above me (Jeff /Chris).
The NEHS group will agree to a 200 ft. (or more) setback from the river for this event. They want to be as close to the
road and Graffiti Alley as practical for logistical reasons. The estimated number of cars is 300, half participants and half
spectators. Both would park on the park. I reviewed the conditions set down in paragraph 3.1 - 3.5 in Admin Order 58-95 -
09-F regulating vehicle parking off improved streets. They agreed to all these. (I would waive the fee required by 3.6, as
allowed in Section 5, since this is a one day non - profit event.)
From a parks maintenance standpoint this event would have little additional impact on the site when compared to the past
years of "Cruise- In's ". It is small enough that it could be kept away from the river and the trees already planted in the park.
The larger question is political and administrative:
1. If we tell them no, we can count on another round of contacts with the CMO, Mayor, Councilor , media, and
anyone else who will listen. This would likely portray the City as unconcerned about youth, etc. (I was told as much during
the meeting.)
2. If we tell them yes, the "Friends of Rasor Park" group will certainly be unhappy. And, we may get additional similar
requests for events at the site. (You let them, why not us ?)
3. Allowing the event just before the master planning meeting begins could complicate the master planning process. It
would almost certainly make it more contentious.
The parents' group is requesting an answer before close of business Monday as they have their next meeting that
evening. I did not promise them this, but am informing you FYI.
If we tell them "no ", Bob White requested a meeting with "whomever said no ", whether you or the City Manager, or? He's
unlikely to let the matter drop.
Let me know what you'd like me to do. Contact me if further questions, or if you'd like the names and contact numbers of
the two NEHS parents representing the event.
-Tim Rhay
4809
1
