EUEUGE Public Works
Maintenance Division
City of Eugene
MEMORANDUM 1820 Roosevelt Boulevard
Eugene, Oregon 97402
(541) 682 -4800
(541) 682 -4882 FAX
Date: June 27, 2000
To: City Councilor Gary Rayor
From: Tim Rhay, Parks Maintenance Manager
Subject: Condition of Rasor Park after the River Road Cruise -In Event
You inquired concerning the condition of Rasor Park following the 2000 River Road Cruise -In event
held there June 17
The Weekend Supervisor for Public Works Maintenance monitored the Cruise -In event in progress as
well as several other reservation events held in City parks that weekend. Following the Cruise -In,
Rasor Park was inspected. I am informed that the event's staff and participants respected the setback
and tree protection requirements placed on them, managed vehicle and foot traffic in an orderly
fashion, and left the site clean after the event. No obvious damage to trees or shrubs was noted.
The matter of soil compaction is more difficult to quantify as we have no baseline data to compare to
current conditions. It would be fair to say that any compaction this year would have been less severe
than last, as this year's event was somewhat smaller. I did have one unconfirmed, anecdotal report
from a citizen that spectator parking spilled over the marked "setback" line at some point during the day
but this was not observed or reported by City staff and the photographs promised by the citizen have
yet to arrive at our office.
If you have questions or would like further information please do not hesitate to contact me.
cc: Mayor Torrey & City Council
