DRAFT <br /> August 10, 1993 <br /> To: Mike Gleason <br /> From: Johnny Medlin <br /> Subject: Acquisition of Property Adjacent to Peterson Barn Community Center <br /> Chris requested that you be sent a short memo outlining the history and sta- <br /> tus on efforts to acquire the property at 3865 Royal Avenue. <br /> This .6 acre parcel is adjacent to and immediately southeast of the Petersen <br /> Barn Community Center. The property includes an older house and shop build- <br /> ing centrally located with the remainder landscaped but undeveloped. This is <br /> a parcel which the city had been trying to acquire for many years with Ed <br /> Smith performing active but unsuccessful negotiations with the elderly occu- <br /> pant. Acquisition of this parcel is critical to achieve the goals of provid- <br /> ing access to Peterson Barn from Royal Ave. and to provide visibility to the <br /> Community Center. Of course, this would require removal of the structures <br /> from this site. Acquisition of this property is listed as a medium priority <br /> proposed action on page 27 of the Eugene Parks and Recreation Plan. In addi- <br /> tion, the FY -94 CIP document lists this property as one of the possible ac- <br /> quisitions under "Park Land Expansion /Acquisition" on page III -11. <br /> Russ Ross, who is the son of the owner contacted staff and stated that his <br /> mother is ready to sell. He emphasized that while they wish the City to have <br /> the first chance, they would need to put it on the open market if something <br /> couldn't be worked out within a reasonable time. "Reasonable time" was de- <br /> termined to mean approximately 30 days. Due to this parcels location and <br /> large size, we expect the owner would have little trouble selling this parcel <br /> quickly on the open market. We anticipate it's value to be approximately <br /> $70,000 - 80,000. <br /> We have Mr. Ross' agreement that County staff is acceptable to perform the <br /> appraisal and they have estimated to have it completed within two weeks. We <br /> expect the title report to be completed in a similar timeframe. This acqui- <br /> sition meets the criteria for approximately 50% to be funded from Parks Sys- <br /> tem Development Funds with the other 50% being General Fund. Both are avail- <br /> able in sufficient amounts in the FY -94 CIP in the appropriate acquisition <br /> line items. Barring unforeseen complications we are moving forward to com- <br /> plete this acquisition as soon as the proper documentation is available and <br /> expect that to be within the latter part of the 30 day window.
