OWENPLAN.PLN Page 1
CLIENT DEFINITION AND PLANNING PROCESS
FOR
OWEN ROSE GARDEN PLAN UPDATE
Client Definition: The Eugene Rose Society and garden maintenance staff are judged
primary interested parties for developing a design program that addresses the objective
of displaying and maintaining a fine collection of roses, companion plants, the garden
in general, and future buildings for maintenance operations and public rental. The
Whiteaker neighborhood is an interested party with respect to how the design,
activities and management of the garden would impact the surrounding neighborhood. The
citizens of Eugene are interested parties with respect to how the garden might be
enhanced and maintained for their enjoyment.
3/95 Initial request from Rose Society to add pergola and new rose beds.
10/95 Present first design proposal to Rose Society and staff in response to design
objectives.
11/95 Present design refinement to Rose Society and to Whiteaker Council in separate
meetings. The Whiteaker Council would appoint a committee to work with the Rose
Society in resolving any proposals that Whiteaker felt to be problematic.
12/96 (if needed) Present design refinement to Rose Society and Whiteaker in a joint
meeting.
1/96 Post the plan at two or more locations, and announce a public hearing prior to a
determination that the plan can be administratively adopted.
2/96 Conduct a public hearing on the proposed plan. Assuming no significant changes
merit further study, prepare an Administrative Adoption Order for adoption
pending the outcome of a Willametter Greenway Permit hearing.
3/96 Apply for a Willamette Greenway Permit that addressed intensification of
use -- adding new maintenance building, expansion of rose display area and a new
community building.
5/96 Willamette Greenway Permit hearing
6/96 Approval of Greenway Permit by hearings official. Administrative adoption
process completed.
