HAMMITT Bob <br /> From: MEDLIN Johnny R <br /> To: Boles, Shawn (UO) <br /> Cc: ETTER John F; MORGAN Dick A; HAMMITT Bob; MILLER Doug C <br /> Subject: Owen Rose Garden Maintenance Building <br /> Date: Monday, October 02, 1995 11:18AM <br /> Hi Shawn, <br /> We are in receipt of an analysis of building condition (performed by the consultant Naago Pacific) of the old <br /> residential house at Owen Rose Garden which has been used as a maintenance office and storage. <br /> In short, what we were told is that portions of the building need to be demolished immediately and major <br /> renovations are required for the remainder of the building to allow its continued use. <br /> The estimate we have received is that approximately $200,000 need be expended over the next 24 <br /> months if we wish to return the building to an acceptable level of service. On a practical level this is an <br /> unacceptable alternative due to the estimate to replace the building with a new building designed as a <br /> maintenance facility is in the $150,000 to $175,000 range. <br /> A second option explored would allow continued use of the building for another 2 -5 years requiring <br /> $45,000 be expended immediately and then demolish the building at the end of this time. We feel this <br /> cost is very high for the low number of years use it buys. <br /> A third option would be to demolish the building and move a temporary office trailer (rented) and mobile <br /> storage container on site to cover the needs of the on -site maintenance staff. This has the advantage of <br /> being the least costly initially and would allow us to focus on obtaining and directing funds into the <br /> construction of a replacement facility instead of rehabilitation of the existing building for so few years <br /> gained use. At this time we are leaning in this direction and further research into costs is being conducted. <br /> From a Park Planning perspective, the current maintenance facility using the house in the very center of the <br /> park is not in a good location. It is felt this land could be put to more attractive and appropriate park use. <br /> The proposed site for a relocated facility is to the south near the 4 -J property. <br /> The Rose Society has been asking for a new park development plan and our Park Planning office has <br /> committed to work with them and other interested individuals and groups to develop a draft plan over the <br /> coming winter. We are proposing to include the relocation of the maintenance facility in this process. The <br /> public process would be similar to that used last year for the adoption of the Amazon Park Development <br /> Plan and is currently being used for the Bond Lane Park Development Plan and the Mangan Park <br /> Development Plan.
