Fun for All Program <br /> Incident Documentation <br /> Monroe Park — Summer of 2004 <br /> A Sampling of Incidents <br /> Incidents: <br /> 6/21/04 Our first morning a white male, about 24 years old, was found at our <br /> picnic tables offering the children cigarettes, he was asked to leave by <br /> Karen and he did without incident. <br /> 6/23/04 6 -7 teens were drinking beer and smoking marijuana within 25 feet of the <br /> wading pool. Gabbi went to talk to them to explain that such activity was <br /> illegal within a park. The teens balked at her statement but stopped and <br /> eventually moved on. <br /> 6/24/04 a 13 year old was attempting to sell fake marijuana to other 11 year olds <br /> within the program. It smelled nothing like marijuana and was probably <br /> oregano. <br /> 6/28/04 4 -5 teens were smoking marijuana and drinking beer within my (and the <br /> kids) field of vision. I went over to explain to them that I would be forced <br /> to call the police if this type of behavior continued within the park. They <br /> swore at me and grumbled as they stormed off, they were obviously angry. <br /> 6/30/04 6 teens sat about 25 feet away from the wading pool above a group of <br /> parents who were watching their children. These parents were very liberal <br /> and did not mind that these kids were drinking, but confronted them when <br /> the teens began smoking marijuana, becoming extremely rowdy and <br /> swearing at the top of their lungs. All of the teens were white males <br /> around the age of 17. One parent was threatened by the "leader" of the <br /> teens but no physical altercation resulted. We were not aware of the extent <br /> to which these problems had occurred until later. Gabbi then went over <br /> and told the teens to "just be chill and go somewhere else and don't be so <br /> obvious about it." The teens responded by swearing at her, empting out all <br /> their beers and throwing the cans onto the grass. We shouted at them to <br /> clean up their litter and he responded by yelling obscenities at everyone in <br /> the park, but he left. These teens then returned and I called the police and <br /> was looking at them attempting to describe them to the operator. The teens <br /> believed I was on the phone to the police and 4 of them approached me <br /> swearing at me. I lied saying that I was only talking to my supervisor. The <br /> operator was worried for my safety as I was instructed to remain on the <br /> line with her. The teens then started yelling that they were going to steal <br /> my clothes and then threatened my safety. They left and the police showed <br /> up 5 -10 minutes later. By that time the teens had left. <br />
