13. QUESTION: Mr. Babb's letter talks about "our mutual objective ", who is
the "our" Babb is referring to?
Staff believes that Babb is referring to the City Council and is interpreting
the City's intent for a golf course development as stated in the Parks Plan
as a common objective with their proposal.
14. QUESTION: Councilor Boles wanted to know what the financial alterna-
tives would be?
Staff's rough estimate for the City's developing a public golf course would
be in the $2.5 to $3.5 million range. This would include purchase of 200
plus acres of land and development of the course and club house facilities.
15. QUESTION: The letters indicate that the City would need to ask Lane
County to drop a deed restriction limiting use of the land to parks.
Councilor Boles suggested that the restriction not be dropped, but rath-
er use as a golf course be added.
Staff concurs with Councilor Boles suggestion. This approach would probably
be more acceptable to the County.
16. ISSUE: Councilor Boles addressed his concern that a golf course devel-
opment at Golden Gardens might create future pressure for expansion of
the UGB and new housing.
While this is certainly a policy question for the City Council, the area
presents some natural limitations. The recent airport study plans for the
future main entrance to the airport to be Clear Lake road which would be the
northern boundary of the golf course. On the north side of Clear Lake, most
of the property is planned for industrial usage. The land owned by the pro-
posers, would all be needed for the golf course development. Additionally,
the planning issues will likely be taken up as part of the Highway
99 /Industrial Corridor refinement plan study scheduled for the near future.
