Any <br /> water used by the development would not have a direct impact on the City's <br /> water availability since EWEB water is extracted from the McKenzie River at <br /> an East Springfield intake point. Further, it is common practice for golf <br /> courses to landscape and drain their irrigation systems to on -site ponds to <br /> allow water recycling. <br /> 9. QUESTION: Mr. Babb's letter referenced that the City was "desirous" of <br /> the project and mentioned that members of the Council and various per- <br /> sons at the City and County level had expressed support of the project. <br /> Councilor Boles wanted to clarify that this was a City Council issue and <br /> not a staff support issue. <br /> Staff believes that Mr. Babb was reporting his impressions of discussions he <br /> or his agents have had with some City Councilors and County Commissioners and <br /> County staff. In discussions with the land owners and their agent, staff has <br /> consistently indicated the public policy regarding the desire for a golf <br /> course as stated in the Parks Plan and emphasized that only the City Council <br /> could decide whether the proposal was in keeping with the Plan and appropri- <br /> ate public policy. <br /> 10. QUESTION: Is the developer willing to be responsible for solving any <br /> environmental problems in perpetuity? <br /> Mr. Babb states in his letter that they (land owners and future developers) <br /> will be responsible for solving any environmental problems. This would ap- <br /> pear to be a legal issue which could be addressed in the sales /trade agree- <br /> ment. <br /> 11. QUESTION: Mr. Babb mentions in his letter the need for the City's "po- <br /> litical support" and support of the City staff to help them through the <br /> various governmental agency approvals. Would such support be at their <br /> expense? <br /> In discussions with the land owners, staff has consistently indicated that <br /> the City does not have funding for this project and any help desired would <br /> need to be at their expense. Mr. Babb's letter indicates that they are will- <br /> ing to pay for the costs of the permitting process. This would appear to be <br /> a point that needs to be clarified and negotiated. The political support <br /> desired is City Council support for the land owners request to Lane County <br /> for the needed conditional land use approvals to build a golf course. <br /> 12. QUESTION: Mr. Babb's letter mentions paying for development costs, does <br /> this include SDCs? <br /> Mr. Babb was referring to the cost of permitting and the costs of developing <br /> a City neighborhood park as part of the land trade. In the land owners pro- <br /> posal, they have proposed giving a 3 to 5 acre park site to the City and <br /> doing some basic site development and landscaping work for the City up to an <br /> amount equal to the value of the City's 35 acre site. As mentioned previous- <br /> ly, since the land is outside of the City, there would not be any SDCs. <br />
