MEMORANDUM <br /> January 25, 1993 <br /> TO: Mayor and City Council <br /> FROM: Public Works, Parks Planning <br /> Planning and Development <br /> SUBJECT: GOLDEN GARDENS PROJECT UPDATE <br /> Last June the Council directed staff to proceed to work with the two owners <br /> of property adjacent to the City's Golden Gardens Park land -bank site con- <br /> cerning a land trade that would allow development of a public golf course. A <br /> progress report submitted to Council at the end of the summer in a memo dated <br /> 9/14/92 is attached. The concept has been further developed into a plan that <br /> seems to address the issues identified to date. The concepts and plan of <br /> action are described below. <br /> The trade being proposed would involve exchanging lands of equal value. An <br /> appraisal satisfactory to both parties has been completed which sets values <br /> for the current city owned site involving the ponds, and the privately owned <br /> adjacent lands that are proposed to be involved in the trade. The proposal <br /> recommends for the City's release of the northern 25.83 acres of the ponds <br /> site in exchange for the City's acquiring 13.84 acres of the adjacent owners' <br /> lands. The City would retain the south 10.52 acres of the City owned parcel <br /> which contains one of the ponds. This combination of actions would result in <br /> a 24.36 acre parcel under City ownership for future development as a park. <br /> Acreage on individual parcels may vary slightly, pending final survey. <br /> In a separate action that is only related because of the opportunity to work <br /> with the adjacent owners at this time, an agreement has been reached to pur- <br /> chase the A -2 storm drainage channel and 20 foot wide maintenance corridors <br /> on each side. This purchase is consistent with the ongoing practice of the <br /> City acquiring title to major storm drainage channels. Funds for this acqui- <br /> sition are identified in the approved Sewer Fund CIP for channel acquisition. <br /> This acquisition is expected to cover 5.23 acres. Staff plan to pursue the <br /> channel acquisition even if the park trade effort were for some reason to <br /> fail. <br /> Two aerial photos are included in your packet. One shows current property <br /> lines, the other the new alignments based on the staff recommendation. <br /> A number of considerations helped shape this proposal. They include: <br /> - - The Eugene Parks and Recreation Plan recommends that golf be developed <br /> at this site. <br /> -- Eugene Decisions concepts of involving the private sector in providing <br /> public amenities suggest that we take advantage of this opportunity to <br /> develop a golf course open to the general public. <br /> - - Parks should be located in ways that provide good public access. The re- <br /> configured park touches the ends of 5 currently dedicated street rights- <br />
