People without four wheel drives would <br /> not be able to access, and no one would be able to access <br /> during times of high water. Last year, there was access to <br /> the ponds for people taking a gravel road off of Terry on the <br /> north side of the ditch and going through some fields. I <br /> believe there is development occuring there now, so that <br /> access may no longer be available. <br /> I doubt that we ever "committed" to doing anything, since any <br /> sort of project would be expensive, piecemeal, and probably <br /> still be some sort of and attractive nuisance or liability. I <br /> would propose that if anything is done it's done with a master <br /> planning effort for the area. As I recall there were only a <br /> couple of special interest groups (dog clubs( ?), that used the <br /> area on and annual basis. Neighbors along the area were upset <br /> that motorcyclists used the ponds for bike racing. It would <br /> seem there should be some similarity in how Golden Gardens and <br /> East Alton Baker are used. <br /> If anything is done, we should talk about funding. From a <br /> stormwater position there is no need for a crossing, as the <br /> only purpose of a crossing would be access to a park type area <br /> for recreation, or for police fire access, all of which are <br /> general fund. Do we have general funding available for a <br /> project of this type?
