MEMORANDUM <br /> Date: July 26, 1994 <br /> From: Dick Morgan - <br /> To: Bob Hammitt <br /> Subject: Golden Gardens Bridge <br /> Risk Management (Myrnie Daut) continues to have <br /> concerns about the liability the City has with the use <br /> of Golden Garden Bridge. The OBEC report of 1988 <br /> recommends that the bridge be removed! <br /> Only two community groups will be adversely affected if <br /> the bridge is removed. The Dog Club and the Model Boat <br /> Club. My greatest concerns center around the City's <br /> ability to get an ambulance or fire engine to the back <br /> of the park in case of an emergency. However, those <br /> concerns were lessened today after Gene Shutt and I <br /> entered the park by following the A -2 channel from <br /> Terry St. back to Golden Garden Ponds. Although this <br /> is a little more than a dirt farm road, access is <br /> available. Any emergency response time would be - <br /> increased by having to use this informal road. <br /> Whatever we do the existing bridge needs to come out. <br /> My recommendation is to close the bridge to use by <br /> barricading it off. This fall the bridge could be <br /> removed through the combined efforts of Gene's and my <br /> crews or by contract. <br /> In the mean time we could research the possibility of <br /> regarding the banks of the A -2 channel at this point to <br /> make a ford crossing or contact the National Guard to <br /> see if they would be interested in building a new <br /> bridge as a community service project. <br /> Please advise me to the course of action that you wish <br /> to follow. I will contact the Dog Club after I hear <br /> from you. <br />
