• <br /> interoffice <br /> MEMORANDUM <br /> to: Johnny Medlin <br /> cc: John Etter, Dick Morgan <br /> from: John Weber <br /> re: Golden Gardens channel crossing <br /> date: February 3, 1997 <br /> This memo is to outline a situation and seek some assistance in finding a solution. <br /> On or about March 7th of this year I was asked by John Etter and Dick Morgan to <br /> make application to DR/CORPS for a fill permit to allow the construction of a <br /> depressed grade culvert crossing of the A2 channel in Golden Gardens Park. (OBEC <br /> Engineering had done a bridge inspection report 9/16/94 on the old wooden bridge <br /> crossing and reported it unsafe. The bridge was then removed.) <br /> By mid April I had completed most of the fill permit application and a preliminary <br /> design of a very simple culvert crossing which would use two 36" concrete pipes with <br /> compacted fill and base course covering. <br /> I contacted Wayne Westfall for his comments on the proposed crossing, and on April <br /> 19th he sent me a note advising that the design needed to be revised and engineered <br /> and stamped by a civil engineer. He said that FEMA would need to review and <br /> approve the design. A day later on April 20th he advised me that this project was <br /> being referred to Michelle Cahill for processing. <br /> Unknown to me, Michelle apparently left on emergency family leave and during the <br /> ensuing 2 months I attempted to get an update from her, with no response of course. <br /> At this point it seems like new life needs to be put from the desk of... <br /> into this project to make it go forward.
