Mr. Conrad moved to elect Mr. Belcher as Vice -Chair of the Citizens Involvement <br /> Committee. <br /> Mr. Belcher reported that the Neighborhood Leaders Association, in an attempt to provide educational <br /> opportunities for its membership with regard to City issues, has conducted bi- annual workshops. He <br /> said the last such workshop, which featured Jan Childs and other Planning and Development Depart- <br /> ment staff, focused on the City's planning process. Mr. Belcher said between 35 and 40 people <br /> attended the event. Ms. Childs noted that for future workshops, the City may extend invitations to <br /> community groups such as Friends of Eugene. <br /> (Ms. McCarthy joined the meeting at 4:40 p.m.) <br /> III. DAC EXTENSION: CHIEF'S FORUM <br /> Referring to a Department Advisory Committee Extension Request included in the meeting agenda <br /> packet, Frank Bone, Eugene Police Department, described the membership and assigned task of the <br /> Chief's Forum and requested CIC approval of a two -year extension of the group. <br /> Following extensive discussion and expressed concern regarding the lack of specific information <br /> provided concerning the representation and rotation of members, the CIC deferred action on the <br /> request. The CIC asked that the request be re- submitted with the aforementioned information for <br /> consideration at a later date. The CIC agreed that the Chief s Forum may continue as is in the interim. <br /> Mr. Janisch suggested making Chiefs Forum minutes available on the City's Internet Home Page. <br /> (Mr. Bone left the meeting at 5:10 p.m.) <br /> IV. CITIZEN INVOLVEMENT DISCUSSION <br /> Referring to a December 2 memorandum included in the meeting agenda packet, Beth Bridges, <br /> Administrative Services Department, said the CIC is the first of many scheduled groups to participate <br /> in a brainstorming session on the topic of improving citizen involvement and community-based service <br /> delivery. <br /> Introducing co- facilitator Howard Schussler of the Administrative Services Department, Ms. Bridges <br /> presented an overview of the focus group agenda, as follows: 1) Introduction; 2) Vision; 3) Overall <br /> Gap ?; 4) Identification of Problem Areas; 5) Review Other Group's Problem Map; 6) Ideas for <br /> Improvement; 7) Prioritize Ideas; 8) Summarize Priorities; and 9) Debrief Process. <br /> Mr. Belcher suggested that the focus group be offered to participants of the recent Green Eugene <br /> workshop.
