CITY OF EUGENE
DEPARTMENT ADVISORY COMMITTEE
DATE: February 12, 1998
TYPE OF REQUEST: _X_ Formation of committee Report (work complete)
COMMITTEE NAME: Hendricks Park Forestry DAC
REQUESTING DEPARTMENT: Public Works
DEPARTMENT CONTACT: Johnny Medlin
COMMITTEE TASK: Provide citizen input into the development of a Forested Area
Management Plan for Hendricks Park.
This plan is needed to develop community consensus on how the park's natural
resources are to be managed. An ad -hoc group which has been meeting with
Councilor Laurie Swanson - Gribskov and staff is in support of a management plan.
Issues the plan would address are likely to include habitat management, natural
vegetation management, aesthetic considerations, and risk issues. Adoption of a
publicly processed management plan will allow the City to manage the forested natural
area in ways that are consistent with the desires and concerns of neighbors, park
users, and other citizens interested in Hendricks Park.
Development of the plan would be undertaken using a consultant to provide technical
expertise and a Departmental Advisory Committee (DAC) to assure the resulting
recommended management policies are consistent with community values.
DAC activities would include:
1. Establishing vision /goals statements for a forested area management plan for
Hendricks Park.
2. Helping staff determine the scope of desired work to be included in a Request for
Formal Proposal (RFP) process to consultants interested in developing a
ecosystem -based forested area management plan for Hendricks Park.
3. Reviewing criteria which staff will use in selecting a consultant from those
replying to the RFP.
4. Within the scope of the City's contract with the consultant, reviewing and
Page 1
111 -4
