„►f`* « : t n 1 , s a.•, +may ! • '
r
 : ,, ... ene -Oregon
97 q y
City Manager
City of Eugene
778 Pearl. Street
Room 105
Eugene Oregon, 97401
Dear Vicki:
I have attached the individual tree review forms of the hazardous trees
in Hendrick's Park and my professional assessment of those trees. My re-
view of the 18 hazard trees and the overall stand of timber as a vege-
tative cover type located in Hendrick's Park raised several issues that
appear to intimately connected with the project of the hazard tree re-
moval. The issues deal with the collection of factual information and
the resolution of the problem based on those facts that were initially
collected..
Issue one«
There was no substantive factual information offered by the Urban For-
ester or his supervisor at the meeting held on August 18, 1997 at the
Hendrick's Park Shelter. What information that was offered was interp-
retive at best._
Issue two. -
No . definitive data was . offered as to the amount. and location of the fun -
gu g incipient-or infection and . :the: :de degree of inci ient -or advanced stage of the in-
., . -. . .
fection.. t
ryti
Issue three..*: •
No data;-was offered.as . to -occurrence of other fungi (which would-be, in
their' advanced- stage1 more destructive- to "the physical structure -cm... ,
ponen of ' : the 'tree --than ti e -observed fungus).
Issue four.
Nothing.was offered about the soil series found on the immediate area,
iio •information about windfirmness - ,of ` the - soil series in relation to sup
porting trees involving high velocity winds. No data was offered on
erage soil depth, average rooting depth, and water holding capacity of
the soil series found on the area.. All of these statistics affect tree
growth and the spread of disease and fungi..
Issue - five.. . _._
No data was offered about the interrelationship of tree stability, soil
series, topography. No. Picts : -were offered about the above relationship
and the -effect .:on it by wind velocity, turbulancee and precipitation.
Issue six.
No data was offered on the condition of the stands of trees in the park
as an overall observation. No assessment of tree vigor, susceptability
to disease and fungus infection.. •
A general comment of city liability and private citzen liability
Diction to damage caused by natural forces (trees falling on houses) was
made by a city employee. That comment was in direct cntradiction to ,
known legal precedent..
The lack of data on which I personally would »awe relied on to make a
decision to harvest or not an individual tree ceuus:ed me to inquire of
